If you know the persons name, go to his/her's profile --> Right click and press "view page source" --> CTRL+F and write "userid"
It should come up something like this:
instanceId : 9x,
affiliateId : 4xx,
userId : 21xxxxxx, // globalID
userKeyId : 64xxxxx, // userID (of your game)
^That is the persons user id!

Try my MultiTool or BanChecker, they have this option ;) You can find it in my signature :)
