CABAL Engine DLL problem

cabal engine was working earlier and then after restarting computer in 3 PM i got this problem

CabalEngine-GUI.exe -.NET Framework Initialization Error

C:\Windows\Microsoft.NET\Framework\v2.0.50727\msco rwks.dll could not be loaded

how do i fix this?

Install .NET Framework V4

Or try to found this DLL in Google and copy in C:\Windows\Microsoft.NET\Framework\ the folder

i installed net frame work v4.5 beta and still not working and i need to have permission to make any changes

Maintenance was done today. You might want to wait for an updated version of CabalEngine to conform with the changes done.

I missing dll to what should i do?? i have version 1.0.6 old one worked for me but new one dont work...
