what skill are you talking about?, the cooldowns resets when you relogin to your char, probably, not sure about that one, but it should work

unpossibile. Cooldown is server side.
If you reset your client it MUST be ok. There is no way it can't be!

I think it's 316 minutes or just the countdown has lagged wait for the inspection maybe it'll be fiXeD
