[Help]Eva and SMC unsolvable errors -_-

Cannot start smnet:9
So before i start, excuse my ignorance about servers setting ups and all of those stuff.
Okay before we changed our DB to a new one the SMC was running smoothly and fine w/o any errors but when we moved to this new 13DG db w/ new features etc... i started getting this Cannot start smnet:9 error(notice that i am not the head GM but he provides access to the SMC for us,the other GMs so its nothing about my ip or anything) and i checked the ServerManager.cfg file and everything was good, the port and the server's ip were right so what is the problem here ? i mean everything was running great until we updated to this new DB so if any one helped me or looked into the problem i will appreciate it so much.

P.S.
Don't tell me to use the search button crap cause i already did and non of the solutions helped a bit.
P.S.S.
I requested to close my other thread regarding this issue cause, apparently,no one is checking the other section...

Now when i try to basically use EvaTools i get a weird error. Here is a screenshot maybe some one will be able to help me :/

read the error, it basically tells you what's wrong.

Did you give the right db details?

The head GM checked everything about the access providing to the SMC thing and it seems that everything is fine cause he can connect while we can't.... and as far as i know there are 6 GM levels ? or sth like that.. would that affect this situation ?
and about the EvaTools i read it but idk exactly what it means, i mean should i like download something which makes it work or idk..
I will pm you what it says exactly.

SMNet error means the SMC doesn't connect with the globalmanager at all. Tell your admin to give you his ServiceManager.cfg file, so you have the proper IP and port.

Nope, that simply means your SMC can't contact with the GlobalManager, there could be many reasons, but if you have everything right setup the problem on on the server side.

Anyway, I wouldn't leave the GlobalManager open for GMs to login on them, there is an SQL injection exploit on the SMC login that allows anyone to inject any query on the server. Tell that to your admin. I dont see why a normal GM would need SMC access.

Well our Admin trust me and another GM only w/ these stuff and SMC makes everything easier and you know that... because sometimes we wanna import something new or stuff like that which requires SMC connection. The server is a fun hamachi based server so ye its not like a serious one or whatnot anyways i will tell him that and what could the problem most likely be if its on the server side :) ?

Hamachi server... that explains why the admin can connect and the rest can't, he is probably hosting it on his home computer, which means his router blocks the connections to the GlobalManager port (he doesn't have that problem because he is already on the same computer as the server). Tell him to open the globalmanager port or something... dunno, never used hamachi for that.
