can't open RF_Online.bin using CE.

I cant open RF_Online.bin using CE, even thought I already did the bypass. I can use WPE but not CE. any thoughts why this so?

after the maintenance of RF indo, all cheat didn't work anymore, since 21 january 2009, rf_nopatch cannot work in RF indo, so if somebody know how to solve this problem, please PM me, thank you
