[Request]How to fix skills panel?

Hi!
Need some help.
1)Skills panel on my pserver resets when character relog.
2)When I log in to my character, there is an error: Cannot connect to the server. Please try again later (1)
Have anybody fixes for this?

Go to your GameServer.OPT

Change T game.cash_usable_server:1 ==>T game.cash_usable_server:0

If you do this then the extra npcs don't work. How to get both working at same time? Got most other things fixed.
