Can't see NPC

Hey all i have small problem with npc.I've extract Npc.Quest.data from client decrypt it and put in server/psm client/bin/data but i can't see npc/gatekeepers in game why??

you edit some npc's or somehting? You put the Npc.quest.data again in client?

I'm just extract nps.quest.data from client decrypt it and replace that with same file in psm_client/bin/data
