dont know about asking the support,since i see some boosts most likely per win boost
and they ban/suspend accounts that made ref accounts for awards

You can't move from NA to EU, I've already asked the support (though that was a few months ago, don't think they've changed that?). And the paid-transfer is just between EUW and EUNE

i think i saw like a week ago a guy asked riot to transfer him if he buys a transfer thingy
if you really want and you think you will not get banned if you booted bots you can just ask them and say if needed you will pay the equivalent to a euw-eune transfer
