How do you want to know what IP is from a normal PC and which is from an Internet Cafè ? ^^

when u steel some one internet with wifi.. do u get same ip as owner?

if no than their is a way for making 2 people per client.. u have 2 add some lines into cfg.. i dont know them.. search them on epvp Dr.Abdel smth posted it

I believe it's possible.
Add the internet cafe's IP to SK_gamebang_IP

Then add these lines to server.cfg under Global Manager:

MaxUserForNonePCBangIP 2 // 2 client per non-internet cafe IPs
NetCafeIPRefreshTime 1

He doesn't mean a specific internet café, but all.

So if a random user joins the game through an internet café, it should be able for 19 other user to join through this internet café.

I dont think what you asking is is possible. You can only to limit each individual ip to a set value.

Internet Cafe's PCs all use the same IP because it's under the same IP address but segmented by a network ip address and theres no way for the server to know which IP is a "Internet Cafe". So it's pitty hard to set something like this up, except limit each ip to 3 connections or something but then Internet cafe's would be screwed And possibly other people who have homes with ppl more than 1 person playing on a server.

Also i beleive what pH33n1x<3 said could work except it would mean finding out all the internet cafe's ip addresses that want to connect to the server then manually adding them. And thats if they hopefully have static IP addresses too which they should have as a business but you never know xD. And who wants to do this anyway? lol

If you're on the same network as them yes then you're behind the owners IP but still you'll have your own MAC-address to your computer, and like everyone in here says, you can't separate a cafés address and a home users address that's impossible.

its using ipv4 for server.. not mac adress.. im looking for it

IMO is not possible
why?
because everytime you get new players, they will ask to add their machine ips
aside, it is quite hard to keep doing that all the time new people come
but, i got a question
what are you trying to achieve with this?
