correct me if I'm wrong but I believe you can only get the happy b-day ring from the cabal shop (in Ph) for free as one of the give aways for their anniversary.

It's impossible to use hack specially on item shop. Just use lots of public hacks in the release section and don't bother thinking about rumors.
