Then your going to have to change it in the database, but if I am right it is quite a big pain, for the longest of time no one knew how to do it.

all u have to do is to folow this tutorial [Only registered and activated users can see links. Click Here To Register...] and change the ReqVg value of the Op hammer to 9999 in PS_GameDefs.dbo.Items it will work
