[Request] Few Questions Of a Beginner

hello everyone
i'd like to ask few questions for the experts of vsro p-servers creators
well currently i can't buy vps for my server so i was wondering for the people who knows about this program ''No-Ip'' its said it can host a server on my laptop without having a static ip is it right or it cant be?
also i'm planning to make a servers based on Br files .. can i edit elitesro media with my ip or i have to get Br media.pk2 and edit it with my ip ..also i would appreciate if someone is open-minded can pm me with his/her contact so i can ask few questions if i can since i dont wanna spam the forum here with stupid questions like this , excuse me i'm still beginning :)

Yep , Many servers made it .. Ip will be looks like (yourserver.no-ip.org)

Old Elitesro , was based on blackrogue 100 cap files .. So , You can use elite sro media or plasma or evx :) or even you can move your ass to google and search for original old client :D :D
