The best way would be simply by giving the other administrator the login information for your dedicated server so that he/she can get in there and access/modify the database, it is not needed to create a new user on the database or anything if you trust this person

well we all can work on it at different times of the day. since all our admin is on different times. so to get the server up and running we need to get access so that we can work on it and move it along faster

You have to change your server username and password with an very secured one, then give to your other admin the new credenials and he will can connect remotely via management studio to your database.

There is a way via management studio in which you can connect to the IP of the database, so what you will need is to create users for the ones you want to be able to connect to your database, and with those credentials they can connect from their own computers, and as they will have their own users, even more than 1 person can be working on the database at the same time.

But if what you want is to connect one by one at different times, simply give them access to the dedicated server, that is way faster, yet not totally secure.

If you want more then one person to have access to your database, you need to open the MSSQL port, but be wary on the password though as they need to be secure to prevent brute force.
