weapon drop question

sometimes if i get a equip that dropped from a monster and its blue and has the stuff on the bottom what does the % mean?
i did a stone and it went to 100% but i also found a weapon with 100% attack rating

the % increase your power
for example, if it is attack rating, you will do a better damage, if some armor has phy. defense it(%) will increase your phy. defense,

well what if it said hp +30 (50%) what would the 50 mean

well, if I'm not wrong, the % at hp gives you a bit more hp, but I'm not sure

Ummm i guess its like it only gives u 50 hp extra.

the (50%) means that its half of what it can be. when it says (100%) its maxed.
and on attack rating not sure but i think its : Attack rating 30% increase (50%) or something like that.

The 30% is how high the blue gives. but the (50%) is how much its maxed :S
