Error in server setup.. HELP!

Okay so i've been following the "All Things Guide" on this forum and i've come to a problem. When i run winmysqladmin.exe i do not have any databases and i should and i also cannot right click and press stop the service, its not highlighted. How do i fix this!? Please help!

yes i do but i have gotten by that problem, i am looking for the "mysql command client" now to put in the command to make the account: test password: test. Can you help with that?

where is the my2.account?

okay i have pasted the command "(name,password,reg_date) values ('test','53b6320eb06e2c62888a6d1739cd24bd',now()); " into console after i right-clicked on my "DarKeo" database in navicat. How do i now run eo so i can log onto this test account? The guide doesn't specify this?
