Hardcore Noob Questions..

Okay So I am fairly new to the hacking scene so I wanted to ask these few questions seems how there are so many different ways to hack and I have tried search.

1. Do you need any other things to edit other then the usa folder if all you are doing is csv editing.
2. I have Vista, do I have to do anything special to be able to hack?
3. I have tried just using a USA folder that someone made and putting it in my data folder, yet this does not work.
4. I have tried changing cellrate on microsoft excel of monsters and it doesnt make them vac, nor stop attacking me.

Please can someone point me in the direction of how to use a usa folder in the 4.5.6 patch?

PS. Please No Flaming, I stated I'm new..

There is no Usa folder for 4.5.6 its remplaced by data.pak that you must unpack to edit the csv files and to play with that you must disable crc check some thread around

what u do after u in pate date files???? I'm stuck at that part
