How to create the maps server_attr?

Hello, I know that program (as I said that is created with a program) create the server_attr that is the one with the maps on the server, then keep wondering anyone knows what program do?, How I do it?

but will only work for maps with maximum 9x9 everything above you need an unpublic programm xP

Damn, and rightly does not work with maps of 16 x 16 e.e, a program for maps of 16 x 16?
