I just wanted to ask what Level the P.E.T has to reached so the Level 3 Gears and Protocols are available to purchase.

lvl 8

U will need to be at least lvl8(PET), to get all the lvl3 gears for the PET.

Why dont you read DO Bible? it has a lot of answers to questions you may have :) good luck
