Skill Cutting

Pertaining to OS Shaiya, can you still skill cut?
They supposedly patched this exploit a while back and since then it hasn't been spoken of much. Could someone explain to me if it is still possible or how it is done?
The only thread I could find on this is a bit outdated.

Can you give more details of what you need?.
Because I do not quite understand what you need and what is your goal

The acting of removing the skill animations so you are able to queue up skills and have them go off one after another almost instantly allowing the target no time to pot or react.

Can it still be done and if so how?
