Character skin change scroll

There is a scroll at Item mall named "Character skin change scroll" and i want to know if i buy it can i change my character from male to female?

Yes it works from male to female but not from ch to eu .

1st of all this is a stupid question.. answer: because to change from Chinese to euro or eather.. is about changing the mastery of character ...so is imposible for joymax to make this shit and restore your skill points... it would be something like cheating..

If i change my gear the Avatar can be changed too ?
because now i got full Arabian set for male
