Skill/Buff durations

There's a few previous old posts with the question, but no replies for it.

Wondering what do you change exactly for buff duration, like say mana force for mage or dark circle for seg etc etc

I tried looking at ''effect time'' but a lot of them have 0 so I'm guessing that's visual effect from casting the skill, and i cant find any other times besides cast time, and cool downs.

Any help would be appreciated.
