no cooldown on buffs[QUESTION]

is there such thing as no skill cool down specially on buffs?
probably on transcender buffs.
what i like is the procedure of finding its address manually.
tried it with 1 and 0 but doesnt have any progress with it though !

yes it has but only in normal buffs ive tried,in my case i have a bl type,ive manage to get all the no cd in each skill,but some skills like,intuition,aof,intenseblade, even if you get it to no cd it will give you the message w8 for the cooldown time to be over
