DEV for Illusion?

Hi guys.
Im looking for a good dev or exe programmer.
Also looking for a website guy, that can php, html, css, etc.

What kind of dev do you need, what qualities do they have to meet?, and I don't do exes.

I need a good csv dev. That can fix skills, monsters, etc. basic stuffs to change this server to someting better.

All I need from this dev is that he is devoted, and get the job done.
He must have access to his own test server. And since we have a staff team, he need to be friendly to them aswell.

He need to have msn, since we got staff group there!
