Chat ban questions

i know some people canturn off their ban for chat
1. how to do that
2. is that something with changing ip??

I think that if you change your IP your ban will still stay becasue it is on your ID (on game)... the admins are only one how could turn off their ban on cheat ;)

or they were admins on own accounts lol sad:(
