To check your connection to our servers you can try the following step -

Press 'Start' and click on 'Run', in the empty box type in the 'cmd',

In the black window that appears type the following -

tracert 64.93.83.0

The delay is recorded in 'ms' between each server also called as 'hops' this information can also be sent to your ISP who in rare cases may be able to resolve the issue by providing an alternative route.
