editing codes

hello, im new to this site so i dont know where to post this at, but i have a cartown file that i need to edit or break up or do something with to make the cheat file work, im also new to trying to make cheat files, so i might need alittle more help than that, anyways if someone can walk me through how to change this, i should have all needed plug-ins and stuff like that,
