How can I create a new map? Are there any tools for this?

If you mean visually, like a completely new map that even TQ don't have then, no there are no EO tools, nor is there any public data. I may have released information on my findings I'm not sure.
However you could look into the co2 section as the map structures are similar if you feel you're up for the challenge.
