Because there are missing entrys for them...
Just fill in them.

How i install that ?

He just told you man, fill in the missing item entries. If you don't know how, one would think you might use a currently functional cape as a basis. Just a thought.

les capes r7 fonctionnent que avec le client US et non le client fr

To my knowledge the capes will only function correctly in the PH client

J'ai le client montes rappelz c'est pas un client francais sa =/
