error in many servers

the problem is sometimes when the server ON i open the client and show me that the server off and my friends in the server
but when i use hotspot shield all work fine...
some one can tell what is the problem ?

If sometimes work fine with you (without hostspot for example) so it's ISP problem, where are u from?
