arcadia -> skill resource -> look for something named skillcooltime or just cooltime, set it to another value.

can change cooltime for 1 Character?

Thats not true. With a bit work and knowledge, you could create new skills with the same effect but no cooltime and set them to a new job.

Then this character just need to get this job and he could learn this skills without cooltime.

But with the outdatet tools wich smoke leaked you can´t do that. :P

you can prolly get there faster with the speedy spell skill from the cm. I dunno whether it will be applied on all skills tho.
