Homepage Error

Can anyone help me with this error?The homepage it's configured well.It's about daroo r1678,in localhost it's working,but i've put it on a domain and it won't start.Here's the error:

The config.inc File is missing . You have to go into the inc folder and search for the config.inc , here is the Content from my config File.

Thank you for that,but it's not "missing" it's "there",I've completed this way:
(i have router,but portforwarded it,and in server config it's 192.168.1.1 but people can connect to the server direct trought ip 89.121.161.***
And it doesn't works.
The locale are completed this way and the locale page from the server works:if i gi to locale in firefox it shows me the page (although the config is "wrong" it still works")the config for localhost is :
I've tried to make a connection on "localhost" in mysql,but it sais that the password is wrong,although the web page in the localhost with this configuration works.I don't uderstand.What am I doing wrong? Thank you anyway for you trying to help me:handsdown:
