Well , my Gm put other char on guild master for siege , and leave the guild ( by kick not withdraw ) and he doesn't recome on Our guild, but today he is the Gm but he is still on the other guild ... LOL what can we do ?

Kick him from current guild, then he should join guild where he "is GM", after join he should be able accept himself as a guildmember.
I've done this few times in that kind situation, maybe it help with your problem too.

no he other char become normal member ... And the " ex Gm " cant quit the guild but he cant become member too !!!

have him kicked out of the guild he joined for siege and then press G and he can accept himself back into his own guild by clicking on his name and hitting accept and he will be GM at that point
