[HELP]Error with making new server!

Hi I followed a tutorial and I got this error. Can anyone tell me what I have done wrong?

the server cannot connect to the database.
check if you changed the config.ini files correctly

wow i couldve sword i responded to this. Well yes to4sty i looked at all the config.ini files they all have the ip 127.0.0.1
and my login has my ip.

Have you set the correct database account and password too?
Is TCP/IP enabled at the mssql server?
Can you connect to the mssql server manually via tcp/ip with mssql management studio or enterprise manager?
