Flamming Wing Issues

For all server of course have golden/flamming wing for paladin with Rank number 1-2 Pixies ...but why in my server rank number 1 pixie doesnt have Flamming wings...i already try to add people realease someone on Pvper know how to resolve this :( SHaring is caring you know :'(
