When should I NOT create a new thread?
You should always search for older threads of your topic before creating your own one. Please only create a new one, if your problem is noticeable different from the problem mentioned in the existing thread. Otherwise, post into the existing thread and describe your problem as accurately as possible to ensure that your post will not be valued as a senseless bump!
