Yea like abdel says follow the guides, and yea if u hire a dedicated server you will have to upload the files to it, if you don't know how a server works i can tell you that the interface is almost like a normal PC. You'll also have to create a webserver and then rent a domain for it so people can find you. You could use the ip though but i would suggest to just rent a domain. About the website there's plenty of free templates for a site outhere if you don't wanna pay for one. Just go by yourself and create a simple html page. If you're planning to do the last option, i recommend Dreamweaver to do it in.Regarding a register page, you can easily find a finished php code for it. Just search for "php register script" and you'll find plenty of results. Find some guides for simple html coding and learn some CSS basics. So first you make the site and the register page and then link it together with CSS to get some more structure with the different pages you're going to do. Upload it on your webserver and voíla you got your own site :)
