Everything works faster, even your own attacks.
If you mean if is possible to make them faster without speedhack, yes, it is. There is casting delay and attack delay on the database, just edit them.

aside the fact this can be done by making/editing a speed pot
this can be useful if u want to give everybody more speed

With speed pots only characters will be able to walk faster, with this everything will be faster.

If you want to give every player more speed you can just use this parameter on the Server.cfg, SR_Gameserver section:

PCSpeedRatio <multiply ratio>

Speedhacking the gameserver makes everything go faster, days and nights, mobs, time, attacks, etc.

Try changing PCSpeedRatio to the speed multiplier of the speedhack, characters might move a bit smoother then.
