PING VS. FPS

I have a question concerning PING and FPS.

Is it possible if you have a crappy computer and try to run fraps that if your FPS drop to 15 FPS that you could maintain a ping of 120-135?

I mean usually on my computer if one is lagging the other is also.

Is this not the way it must happen?

I have 6 Mbps DSL so my ping stays at around 100-150 and my FPS stay constant at 38-39 but when I run gamecam my FPS drop to around 19-22 and my ping also goes up to around 400-700.

I know if you set those programs to limit the FPS to 15 FPS it is possible to maintain a good ping.

But I'm talking about if your computer is just crap and the FPS limiter is not set low.

IF ur thinking on less lag on TG, use cheat energi and activate the speed hack and set it down.

No got a guy claiming he can't gamecam himself to prove he don't use aimbot because it lowers his fps to low even though he showed a video of 130 ping while he was frapping at 15 FPS.

A guy is saying he limited his FPS thru the fraps program because if it was true lag because of a crappy computer he couldn't also maintain 130 ping.

It's all kind of confusing I know :D
