EMP-01 BUG?

HI, I see that a lot of player throw A lot of PEMs in a few minutes.
He dont need to wait for the recharge..
Anybody knows this trick?
Its a bug? or a programm?
i think that This players use a bug...
If you know it, and you can share it, PM Please. and I can join something with u.

When I fight with other players, They unmark of my objective... He throw something such as EMP-01,(effect) But I dony know how they make!

easy use the cool down cpu for smartbomb and instead shield.
