I don't think it's down. It shouldn't be... You can play the Test server with your Dekaron KR account BTW. But remember you need a KSSN Name and Number. I think someone posted a generator on these forums. IDK if his generator is clean or anything yet though cuz i havn't tried it.
But i'm pretty sure the reg shouldn't be down..
