You can combine this talisman of mastery 100% with other normal usual toa´s like 30 , 50, 100 or 200 percent ones.

yea, excatly u can use them at the same time and the effect of both toas will be added up.
And nop, refining at Refinery doesn´t work :)

Hey i hope somebody cand explain me this: Talisman of Mastery - Normal/Rare Item Drop Rate 100% means??? CF HH and stuff? or just normal and rare stuff who we don't need...? What is the good thing with the normal/rare item drop rate? Or the ToM is just good for the 100% xp?

Look at AH, there u see Normal/Rare/Elite - Gear/Weapon, so I think its only that.
Yes and we dont need them, so the only interesting is the 100%xp.

On Tali of Heavenly Luck it is written too that you get increased drop rate for rare items and in that case the rare items are all uniques.

in theory it should increase the drops, but it's WZ, so don't expect to much
