You should of made some rules or something about that, if you have noticed the players which does that, simply IP BAN :) But I am sure that you liked what they are doing , because you get more players, but you should IP Ban.. or no one like psyko or any one will like you.

Couldnt of said it better myself. considering its YOUR staff who are doing it, YOU are responsible.
