hey i want to put all my conquer files on a cd and i want a menu on the cd is it possible that theres a program to make a menu and put files in the menu? and that i can choose a nice background? (things like that)

Hey, yes there are many programs that do what you are asking for, however nearly all of them require purchasing, you can get trials of them though, might be all you need.

Some examples are Autorun Maestro, CD Menu Pro and Visual Autorun.

I would recommend Visual Autorun because it is easier to use than the others.
I have attached it, scan it if you want to be sure, it has a 7 day trial or 10 times usage until you purchase for £9.99. It should be self explanatory.
