Check that you have successfully connected your xamp/wamp server with your database

By deleting the $ symbol (if I am not mistaken) you will be able to read what is the problem that is causing you not to be able to create the account; by reading it (it will show in your registration page) you will see what the problem is

The now failed to connect to MSSQL Server.

You have to go to your xamp/wamp folder and into the php.ini you need to uncomment (delete the ; at the begining on extension=php_mssql.dll and extension=php_pdo_mssql.dll) and obviously check that the IP, db username, db password are correct.

Then check that on your registration.php (I suppose it is called that way) your database information is correct with the user and password typed correcly

on your screenshot your WAMP icon shows a yellow bar which means php is not running correctly on the server. the icon should be all white.
