can i play dekaron sa from norway or i need a ip changer or something?

Why ont you try it out? Your planning to play it anyways. You will probally still try even if people say no. So try it our yourself.

u are probably not able to play the closed beta since it is for the southeast part of asia (philippines, singapore and malaysia i think)

maybe you wait for the open beta :)

wrong! I can play it so it seems theres no ip block for europe.

And i agree with kikichan that he should try it out by hisself. Especially thomas should learn to do things on his own ;)
