Any low rate server max 20x

I'm looking for a server wit low rates where u actually have to work to get t4 and better pets, where pvp is not just who hits first the one wins. Already tried Redemption (3 r7 1 t3) Infinite (3 t2) its all to easy by the time i'm r7 i already have at least 2-3 t6 pets. Is there any server that will be challenging for me and will have more then 3 ppl online?

BTW you seek a server with max x20.. the only reason you leveled so fast is during my away time for Skyrim the server has remained on x12, but today there will be a maintenance first in over two weeks and the rates will be dropped back to x6 and we are about to go into a full Class Rebalance so the PVP thing is close to being knocked out ^^

Just wondering, does your server have the epic 7 soul stones? E.g. Agility stones increase attack speed :)
