if i have the effect files for the skill and the magictype.dat
my question is how to figure a new skill using c#

In your attackhandler, you should have a place for magic attacks.
In there you check for the id and then do whatever it should do.
The effect itself is send through the attackpacket or whatever with the skill id, then client receives it and shows the animation.
Something along these line. Not exactly sure.

no 2slam the effect works from client so just to make the function for the skills! in Handle.cs
