No it does not, NA = North America and Global = Rest of the world which has no own cabal version. Since you are from Europa you won't be able to play there without a proxy/vpn.

Like i said use a proxy or vpn.

Watch a tutorial for Proxycap or AOL Desktop but it will lag you like hell and you won't be able to combo.

Or you could pay for a VPN like cyberghost.
