Try putting maintown goal in different cities until error message disapears. It worked for after I have put it in 8th city.

im having the same problem i tried switching maintown in all the goals but nothing changes

I hear that it has to do with the 24 hour alliance cool down... You can try waiting the 24 hours, and if that isn't the problem, try renaming your cities
