He's talking about a proxy based bot. Not a proxy service.
The most popular way of writing bots for conquer online is through a proxy which controls all client actions. These have the advantages of being able to exploit holes in the game that simple client based bots generally can't as well as often not even requiring the client to be used at all.
The terminology is a bit off as in the case of standalone bots they aren't really proxies anymore... but it's still generally what they are referred to as in the context of conquer online.
